The purpose of this position is to protect the health, safety, and welfare of the general public in performing field inspections and investigations to enforce and ensure compliance with approved City ordinances, applicable State regulations, and to enhance the quality of life within the City of Merkel.
The Code Enforcement Officer will enforce various regulatory standards including, but not limited to, property maintenance requirements, building standards, business regulations, zoning requirements and any other general health or safety matters.
The Code Enforcement Officer responds to citizen complaints and completes routine observations for code violations including, but not limited to, junk vehicles, weedy or overgrown properties, illegal signs, illegal dumping, zoning violations, and other code violations with integrity and professionalism.
The Code Enforcement Officer will work with builders, developers, construction contractors, engineers, architects, and citizens of the City of Merkel, public, city departments and elected officials.
In addition to code enforcement the position will also serve as a building permit technician.
As a permit technician, duties entail processing permits in a timely and professional manner, provides professional permitting and customer service to the City of Merkel residents and customers.
Answers questions pertaining to permitting process and checks permit applications for accuracy and completeness.
ESSENTIAL DUTIES AND RESPONSIBILITIES Communicate (read, write, and speak) effectively in the English language, spelling, grammar and punctuation; Skills in use of computer including Microsoft Office, supporting common software programs; Conducts field inspections and routine pedestrian surveys of the City, responding to complaints and/or information concerning potential code violations and subsequently determines appropriate course of action, including the issuance of citations and other notices of violations; Conducts field inspections to ensure compliance with other applicable City codes including zoning regulations, and various environmental regulations.
Works with citizens, property owners and contractors as necessary; Enforce compliance with the City regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, and other matters of public concern; Patrol City in a City vehicle to identify and evaluate problem areas and/or ordinance violations; Determining proper method to resolve violations; Strive to achieve voluntary compliance whenever possible; Develops inspection reports and communicates with residents, occupants, and/or property owners regarding compliance with codes and appropriate corrective action; Documents violations, and where wanted, requests assistance with the issuance of issues citations by the Police Department, Building Official, Fire Marshal or other appropriate agency; Investigates citizen complaints regarding building code or other city ordinance violations.
Works with individuals filing complaints and the owners of property that may be the subject of the complaint; Maintains inspection reports and records on all code enforcement activities; Investigates abandoned or deteriorated structures included in the City's standard structure abatement program.
Verifies field conditions, makes reports, and sends correspondence; Demonstrates superior customer service; treats other employees and citizens with kindness; promotes goodwill; solves conflict with tact.
Enters data to track information on permits, building inspections, commercial and residential building permits.
Tracks projects from initial application through issuance of Certificate of Occupancy.
Reviews permit applications for completeness, accepts and processes permit applications and documents, assesses permitting and impact fees, provides receipt for fees paid.
Monitors expiration dates of certificates of health, and vendor/contractor registration.
Tracks and processes amount due to be refunded to contractors, or processes invoices when a balance due is noted.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Knowledge of materials, methods, and the appropriate tools to construct objects, structures, and buildings.
Knowledge of construction trades, ordinances, codes, and regulations applicable to construction practices and projects within the city.
State and local building, housing and safety codes and regulations.
Research methods to respond to building code and ordinance inquiries.
Judgement and decision-making weighing the relative costs and benefits of a potential action.
Ability to read and interpret codes, plat maps, surveys, blueprints, and other legal documents.
Ability to understand and act on complex code related issues.
Ability to discuss complex code and legal issues with community members and city staff.
Ability to remain calm, make quality decisions, always maintain a professional demeanor and attitude, including during stressful and tense situations.
Ability to handle confidential matters responsibly.
Ability to communicate effectively with others in writing as indicated by the needs of the audience and knowing how to find information.
Ability to use logic and analysis to identify the strengths and weaknesses of different approaches.
Ability to maintain cooperative relationships with other city officials, the public, and the news media.
MINIMUM QUALIFICATIONS Must be a United States Citizen or legally able to work in the United States; Must have a valid Texas driver 's license and maintain a satisfactory driving record; High school diploma or GED required; Two (2) years of progressively responsible experience or training in architecture, engineering, construction, code enforcement, or related field; Municipal government experience preferred, but not required; and Registered as a Code Enforcement Officer in the State of Texas (or must obtain within 6 months of employment).
Must possess or obtain International Council of Building Officials Permit Technician Certificate within twelve months from date of employment.
SUPPLEMENTAL INFORMATION Position requires the ability to stand, sit, run, walk, push, pull, squat, kneel, twist, reach, crouch, crawl, climb, stoop or move about on uneven surfaces while inspecting construction sites.
Physical exertion of the aforementioned activities may be required for prolonged period of time.
The Code Enforcement Official must use eyes, ears, nose, hands, and fingers to perform assigned duties.
Walking, standing or sitting for extended periods of time may be required in this position during the day-to-day functions.
You may be required to drive and operate a motor vehicle according to state and local regulations for extended periods of time.
Maintain effective audio-visual discrimination and perception is needed for making observations, communicating with others, reading and writing and or operating assigned equipment.
This position also requires repetitive hand movement in using a computer keyboard.
Must be able to lift and carry up to 50 pounds and pull, push, or drag up to 75 pounds of materials and/or supplies.
